The darknet lies deep within the underbelly of the internet, acting as an underground exchange for all manners of illegal conduct. Of these, drug trafficking is one of its most violent and horrible trades. A few months ago, Indian authorities scored a huge win, busting an elaborate darknet drug syndicate called “Ketamelon.” This work reveals the inner workings of these online networks. In addition, it spotlights cryptocurrency’s role in enabling these networks and the continued battle against online drug trafficking across India.

Unmasking Ketamelon: A Darknet Drug Empire

Ketamelon was not your average DN vendor, it was well known to have been India’s only Level-4 darknet vendor. This premier designation indicates a very mature operation and one with a far-reaching impact. During the two-year duration that he operated Ketamelon, their mainstay products were the two most common products Ketamelon sold – LSD (lysergic acid diethylamide) and ketamine. The syndicate's reach extended to Bengaluru, Chennai, Bhopal, Patna, Delhi, and even the mountainous regions of Himachal Pradesh and Uttarakhand.

The Narcotics Control Bureau (NCB) agents have stumbled upon a significant find. They were able to trace the LSD blots sold by Ketamelon to UK-based vendor “Gunga Din.” Gunga Din operated as an armed reshipper for the wanted war criminal now known as “Dr. Seuss.” This person, known as DS and Tribe Seuss, is thought to be the planet’s largest manufacturer of LSD. The international trafficking network LSD blots imprinted with “Gunga Din” and Rudyard Kipling showed the sophistication of the LSD supply chain. Once orders were made on the darknet, the LSD blots were shipped directly to customers using innocuous courier services. The codenamed bust ‘Melon’ has successfully dismantled a pan-India network operated by an international drug cartel. This operation crippled a lucrative and sophisticated supply chain that functioned not only across India but globally.

Our seizure statistics reflect this diversity. The operation seized an impressive 1,127 LSD blots and 131.66 grams of ketamine. With a street value of ₹35.12 lakh, this single haul indicates the amazing scope of Ketamelon’s operations. A preliminary probe revealed that the group laundered their proceeds through cryptocurrencies worth ₹70 lakh. This points to the financial sophistication driving their darknet activity. The bust drew international attention, underscoring India’s central position in the global ketamine trafficking network. It disclosed how tons of ketamine powder are illegally brought into the Philippines from India annually.

Cryptocurrency: The Fuel of the Darknet Drug Trade

Cryptocurrencies—especially Bitcoin—have been the lifeblood of darknet markets. Their decentralized and pseudonymous nature are the very features that make them appealing to criminals seeking illicit transactions. Here's how cryptocurrency facilitates the darknet drug trade:

  • Anonymity: Cryptocurrency transactions can be conducted without revealing the identities of the buyer or seller, making it difficult for law enforcement to track and identify individuals involved.
  • Security: Cryptocurrency transactions are secured using cryptography, making them resistant to censorship and seizure.
  • Global Reach: Cryptocurrency can be used to transact across borders without the need for traditional financial institutions, facilitating international drug trafficking.

Darknet markets — such as Silk Road and Dream Market — have tended to make cryptocurrency their main form of currency. Research shows over 60% of the short-term rentals in these markets have illegal or unregulated drugs. Many of these products are consistently diverted from recognized, legal sources as well. Cryptocurrency provides users with extraordinary anonymity, allowing anyone to purchase and distribute drugs without fear of anyone discovering who they are. This presents a huge barrier to actually saving lives through combatting the opioid crisis and addressing other drug-related harms.

Implications and the Path Forward

The Ketamelon bust has several important implications for India's fight against online drug trafficking:

  • Organized Crime Presence: It highlights the significant presence of organized crime in India's online drug market.
  • Need for Stricter Laws: It underscores the need for stricter laws and enforcement to combat the growing problem of ketamine use and trafficking in India, as well as the country's role in global drug trafficking networks.
  • International Cooperation: It emphasizes the importance of international cooperation in dismantling these complex global drug syndicates.

The Government of India has now taken vigorous steps to combat the illegal transit of narcotic drugs and psychotropic substances. To prevent and control these illicit operations, they passed the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act (PITNDPS) in 1988. Control of precursors In India, precursors to fentanyl are designated as controlled pesticides. Even though there are severe limitations on their export and national control procedures to prevent their distribution. India actively participates in international efforts to combat synthetic drug trafficking, including the UNODC's global SMART initiative, and has established a bilateral Drug Policy Framework with the US.
